    V = 1/3 * h * r^3 pi

    V ' = 1/3 * h/3 * (2r) ^3 pi = h/9 * 8r^3 * pi

    V ' / V = (h/9 * 8r^3 * pi) : (1/3 * h * r^3 pi) = (8 * 3) / 9 = 8 / 3
