    I = V / R

    V = 23 volts

    R' = dR/dt = 0.5 ohms/second

    R = 4 ohms

    Rate of change = V (-1/R^2) (dR/dt)

    Rate of change = 12 (-1/16) (-0.05)

    Rate of change = 0.375 amps/second
