    - a - 3 = x

    Plug in - 4 for a

    = - ( - 4) - 3

    = 4 - 3

    = 1

    2b - 5

    Plug in - 5 for b

    = 2 (-5) - 5

    = - 10 - 5

    = - 15

    So (-a - 3, 2b - 5) = (1, - 15)

Notice 1 is positive and - 15 is negative.

This means (1,-15) is in the second quadrant.
