Answer: the second shop gives a better value.

    Step-by-step explanation:

The number of T-shirts that Fred wants to buy is 2.

The first shop sells them for £11.45 each and it is buy one get one half price. This means that the total amount that he would pay for the 2 shirts is

    11.45 + 11.45/2 = £17.175

The second shop sells them for £10.16 each and there is 20% off sale. The amount off the cost of both shirts is

    20/100 * (10.16 * 2) = £4.064

This means that the amount that he would pay for the 2 shirts is

    20.32 - 4.064 = £16.256

Therefore, since £16.256 is lower than £17.175, it means that the second shop gives a better value.
