    = 4 [ x^2 + 3x] + 9

    Add (3/2) ^2 - (3/2) ^2 to the square bracket, we have:

    4[ (x + 3/2) ^2 - 9/4] + 9

    4 (x + 3/2) ^2 - 9/4 * 4 + 9

    4 (x + 3/2) ^2 - 9 + 9

    4 (x + 3/2) ^2 + 0

    4 (x + 3/2) ^2

    Note the (3/2) ^2 - (3/2) ^2 is decoded by dividing b by 2 and squaring it and then subtracting same. Look at the general equation of a circle given below
