    Add $3 (hamburger and $2 (milkshake) You'll get $5.

The last expression has 3+2 in parenthesis (). It's 5 as well.

    Then subtract $5 from 20.

It's not the first expression because you're adding 20 and 5. You had to subtract. (20-5)

    Answer:20 - (3+2)

The answer would be 20 - (3+2) because first you do what is inside the parentheses 3+2=5 and now you have to subtract 20-5=15. Cody's change should be $15.
