    B. Dependent. It's not guaranteed, but its very likely that improperly cooking meat will lead to some kind of food poisoning. The events are heavily linked in that the second event depends on the first one.

    C. Independent. You could make an argument that if you knew in advance of a power outage, then you would be stocked up on batteries (assuming you made proper steps to prepare). However, the event of power outage alone isnt enough to lead directly to you having batteries for the flashlight.
