Since the question states that 2 boxes of salt is needed so

4.50 x 2 = 9

We should minus that off first so that we can find how many shirts she is able to make

124.70 - 9 = 115.7

1 shirt cost : 3.95 + 0.50 = 4.45

She have a total of : 115.70 now

Number of shirts she can make:

115.70 divide by 4.45 which you will get

26
