    - This was a state level electoral problem where whites bought black votes to control elections which was fought by disenfranchising the blacks all around the states.

    -Progressive identified biggest boss who are into vote racketeering through saloon keepers and precinct workers who stuffed ballot boxes. Progressives brought about closing down of saloons involved, introducing requirements for voters registration to end multiple voting and organization of literacy test to reduce number of ignorant voters.
