    The fraction is 28/50, which is computed as the ratio between the number of people that said yes and the total number of people surveyed.

    The percent is given by re-writing this ratio so that the denominator is 100. If you multiply both numerator and denominator by 2 (thus generating an equivalent fraction) you have 56/100, which means 56%.
