    Step-by-step explanation:

    x^2 + y^2 - 11y + 28 = 0

    x^2 + y^2 - 11y + (11/2) ^2 = - 28 + (11/2) ^2

    x^2 + (y - 11/2) ^2 = 2.25

so, it's a circle with center at (0,5.5) with radius 1.5
