=> 75 dollars is the 30% that he paid, thus, he still need to pay the 70% of the rug costs.

Here’s my way of solving it, First find the value of 10%

=> 75 dollars = 30%

=> 75 / 3 = 25 dollars is the 10%

=> 25 dollars * 10 = 250 dollars is the 100% value or cost of the rug
