    I think it is a because it says the temperature is less than - 5 degrees Fahrenheit

    so you know the sign will have to be t<-5 degrees Fahrenheit now you are left with is t a positive or negative number a positive number would automatically be greater than - 5 degrees Fahrenheit so there is no way it can be a positive number thus leaving you with one option.
