    A = 4n + 11

    b=2a

    a+b=195

    Replace b with 2a as given by the second equation.

    a+2a=195

    3a=195

    a=65

    Because b is twice a, b=130.

    You may have made a typo when you said "the sum of the measure of the angle is 195." The sum of the measure of the angle and what? A sum is between two values not just one.
