    First, convert 7x+3y=18 to slope intercept form:

    3y=18-7x

    y=-7/3x+6

    Second, we know that a perpendicular line has an opposite slope:

    Slope of perpendicular line is y=7/3x

    To find the y intercept multiply 7/3 by 6 and subtract from 8:

    7/3*6/1=42/3 = 14

    8-14=-6

    The perpendicular line is y=7/3x-6
