Yes, 9/10 is greater than 7/10, since they have the same denominators and numerator is bigger than the other it is easy to compare.

Yes. Whenever the denominators (the lower part) of the fractions are the same, you can just compare them by looking at the numerators.
9 is greater than 7, so 9/10 is greater than 7/10
