It is direct variation if x/y is a constant.

    x/y = 2 / - 6.6 = - 1/3.3

    y/x = - 9.9/3 = - 3.3

    y/x = - 6.6 / 2 = - 3.3

    y/x = - 13.2 / 3 = - 3.3

    y/x = - 16.2 / 3 = - 3.24

So its not exactly direct variation as the last values is slightly different from the first 3.
