    Answer: 26 inches and 23 inches

    Step-by-step explanation:

    a=width

    b=length

    Perimeter=98=2*a+2*b

    2*a+2*b=98. Equation 1

    a=b-3. Equation 2

    Using equation 1 we have:

    2 * (b-3) + 2*b=98

    2*b-6+2*b=98

    4*b=98+6

    b=104/4

    b=26 inches = length

    So a=b-3 = 26-3=23 inches = width
