    General Equation : y = mx + b

    Given that the slope is 2/3, sub m:

    Equation: y = 2/3 x + b

    Given that x-intercept = 4 (⇒ when x = 4, y = 0):

    2/3 (4) + b = 0

    8/3 + b = 0

    b = - 8/3

    Sub b

    General Equation: y = 2/3 x - 8/3

    3y = 2x - 8

    2x - 3y - 8 = 0

    Match 2x - 3y - 8 = 0 with 2x+ky-p=0

    k = - 3

    p = 8

    Answer: k = - 3, p = 8
