You have 16 new CDs to put on your empty five-shelf CD rack.

Can you place the CDs so that each shelf contains three or fewer CDs? Can

you arrange them so that each shelf gets exactly three?

    The answer is NO, because if you put 3 CDs or less in each shelf you only can put 15 (3*5=15), the same reason for both questions.
