    2 Ounces.

    Step-by-step explanation:

Each rocket must weigh 4 pounds or less.

    1 Pound=16 Ounces

    Therefore: 4 Pounds = 16 X 4=64 Ounces

Since Hectors rocket weighs 62 ounces and he cannot exceed 64 Ounces, the weight of the most paint he can use is:

    64-62=2 Ounces.

He can use paint that weights at most 2 Ounces.
