Answer is same rate = 38/5 = rate is 0.766 per minute.

As we go up the pressure decreases, which causes the decent to decrease as elevation continues to occur due to slowed down pressure. The rate of decent is 500ft per minute for a maximum speed but the decrease speed always matches the increase speed so the rate would be the same 5 decrease in 38 minutes, so the balloon was flying horizontally every 18 minutes and rose more faster when temperature changed.
