    -2x + 3y = 12

    3y = 2x + 12

    y = 2/3x + 4 ... slope here is 2/3. A perpendicular line will have a negative reciprocal slope. All that means is flip the slope and change the sign. So ur perpendicular line will have a slope of - 3/2

    3x + 2y = - 2

    2y = - 3x - 2

    y = - 3/2x - 2 ... this has a slope of - 3/2

    answer is : 3x + 2y = - 2
