    Convert the ratio into seconds/minutes

    2/3=30/60; 1/2=20/60; 1/4=12/60

Multiply the denominator to make 1

    4/3=60/60; 3/2=60/60; 5/4=60/60

Now that we have simplified, we find a common factor of the fractions

    4 * (4/3) = 16/12 6 * (3/2) = 18/12 3 * (5/4) = 15/12

16/12 is the greatest fraction of the three, therefore we can conclude that Michael's water balloon will fill up the quickest.
