Answer: A manufacturer of bicycles has 4815 wheels, 2305 frames, and 2255 handlebars.

First, each bicycle has 2 wheels, so the total pairs of wheels is 4815/2 = 2507.5

The total amount of bicycles that the manufacturer can make is equal to the smallest number of a determined part that he has, in this case is 2255.

This is because he only has 2255 handlebars, after he makes 2255 bicycles, he runs out of handlebars, and can not make more.

then with the parts listed in the problem, the manufacturer can do 2255 bicycles
