r=3

then we know that

equatiin of circle with radius 3 unit and centre at (10 9) is

(x-h) ^2 + (y-k) ^2=r^2

(x-10) ^2 + (y-9) ^2=3^2

x^2-2*x*10+10^2+y^2-2*y*9+9^2=9
