    y-2x< = - 3

    -3y-2x<=-3

    first row minus second row become y<=0

    first row multiply with 3 are 3y-6x<=-9

    then plus 3y-6x<=-9 and 3y - 2x<=-3

    have x< = - 3/2

    (0; -3/2)
