Answer is choice C) Inverse property of addition; a number and its inverse are added

The number is 0.3 and its additive inverse is - 0.3, which add to 0. You can flip things around to say that the number is - 0.3 and its additive inverse is 0.3 to add them to the same result of 0. The order of addition doesn't matter. It's like saying 2+3 = 5 and 3+2 = 5
