    First you take the equation and reorganize it in to y=mx+b which will give you 2y=3x+-1 then divide both sides by 2 so 2 will cancel out 2 from in front of your y and then divide 3x+-1 by 2 and you can make 2 fractions 3/2 and - 1/2
