    The equation with the given shifts would be F (x) = |x + 5|+9

    In order to find this, you need to know how to shift absolute value equations. In order to shift them side to side, you need to add or subtract numbers inside of the absolute value signs. If the number is a positive, then it moves to the left. If the number is a negative, it moves to the right. So, adding 5 inside the parenthesis, will give us a shift 5 to the left.

    In order to move the graph up or down, we add/subtract numbers after the absolute value sign. If we add, it moves up. If we subtract it moves down. Therefore, we need to add 8 to the end. Since there is already a 1 on the outside, the new number outside is 9.
