    3 dogs are small

    Step-by-step explanation:

1/3 of dogs are large so 1/3 * 6 would be 2, which would mean there are 2 big dogs. 1/6 of the dogs are medium so 1/6 * 6 would be 1, which means 1 medium dog and 2+1=3 medium and large dogs so 6-3=3 small dogs
