So there are two tickets to be picked.

The first ticket picked has a 2/11 probability chance of either Beth or Shayna. If both them are going to win, it is supposed that the first draw will be either Beth or Shayna.

Then, there are only 10 raffle tickets remaining and either of them is going to win, so the probability of the second person to be picked is 1.10.

So using the multiplication rule in probability:

    P (Beth and Shayna) = P (A) * P (B | A) = 2/11 * 1/10 = 1/55

So the probability of both of them winning is 1/55 or 0.01818.
