A measure of spread, sometimes also called a measure of dispersion, is used to describe the variability in a sample or population. One measure is would be the range. The range of a set of data is the difference between the highest and lowest values in the set. Therefore,

    Set A: range = 28 - 4 = 24

    Set B: range = 24 - 3 = 21

Set A is the data set which has a wider spread. Hope this answers the question.
