    16 minutes

    Step-by-step explanation:

Time is assumed to be inversely proportional to the number of members painting, so when the number of member is increased by a factor of 18/8, the time is expected to decrease by the factor 8/18 = 4/9.

    (4/9) (36 min) = 16 min

18 members can paint the wall in 16 minutes.
