    Because:

    f ( - 4) = 4 (-4) + 9 = - 16 + 9 = - 7

    f ( - 2) = 4 (-2) + 9 = - 8 + 9 = 1

    f (0) = 4 (0) + 9 = 9

    f (2) = 4 (2) + 9 = 17
