    7x - 4y = 3

    subtract 7x from each side

    -4y = - 7x + 3

    divide by - 4

    y = 7/4 x - 3/4

    slope is 7/4

    x - 4y = 3

    subtract x from each side

    -4y = -x + 3

    divide by - 4

    y = - 1/-4x

    y = 1/4 x - 3/4

    since the slopes are not the same (parallel) nor negative reciprocals (perpendicular) they are neither

    Answer: neither
