The question was not written correctly, since 24 cups of cheese per plate is not possible to obtain with only 4 cups of cheese.

If we assume that each plate needs 2/4 cup of cheese, then Rachel should be able to prepare 4 cups : 2/4 = 4 : 0.5 = 8 plates of nachos.

If the amount of cheese per plate was 2/3, then Rachel should be able to prepare 4 cups : 2/3 = (4 x 3) / 2 = 6 plates of nachos.
