    50s + 500u < = 2000

    u < = 3

    s > = 20

    10 soldiers, 2 upgrades ... will not work because u = 20

    20 soldiers, 4 upgrades ... will not work because u < = 3

    30 soldiers, 3 upgrades

    50 (30) + 500 (3) < = 2000

    1500 + 1500 < = 2000

    3000 < = 2000 (nope ... will not work)

    40 soldiers, 0 upgrades

    50 (40) + 500 (0) < = 2000

    2000 + 0 < = 2000

    2000 < = 2000 (correct)

    answer is : 40 soldiers and 0 upgrades
