    X=number of republican voters

    y=number of democrats

    x+y=313

    x=2/3y+8

    plug the second equation to the first equation

    2/3y+y+8=313

    5/3y=305

    y=183

    x=130

    130 republicans and 183 democrats voted in a precinct
