You would add all the sides since it's dimensions which could mean the perimeter then divide it by 2

    4+4 = 8 cm / 2 = 4 cm/2 = 2 cm

    10+10 = 20 cm / 2 = 10 cm/2 = 5 cm

the right answer is B, 2 cm by 5 cm

    Just divide both by 2.

    4/2=2

    10/2=5

    so the answer is

    2cm by 5cm
