    The inequality for the speed limit s, must exceed 35 mph is : S>35 because 35 needs to go over S (speed limit) and > is expressing that.

    The answer is: S>35

    S > 35

    although I don't know why there would be a lower limit on speed and not an upper limit, that is the inequality.
