    Before anything else, we need to find what percentage 7.4 is of 100 million.

    7.4/100 = 0.074

    0.074 = 7.4%

    7.4% of 100 = 7.4

    However, as you cannot have 7.4 people, you round down to 7. As such, there are 7 people.
