Line with a formula of x = a is a vertical line while a line with a formula of y = b is a horizontal line on the other hand. In this case, the graph of x ≤ 4 is the region to the left of the line x = 4 to negative infinity. The graph of y≥ - 8 is the region above the line y = - 8 to positive infinity.
