Why is circle 1 similar to circle 2?

Circle 1: center (-1, 10) and radius 4.8

Circle 2: center (-1, 10) and radius 1.2

Circle 1 is congruent to circle 2.

Circle 1 and circle 2 have the same center.

Circle 2 is a dilation of circle 1 with a scale factor of 3.6.

Circle 1 is a dilation of circle 2 with a scale factor of 4.

    Well the idea that all circles are similar is true. the circles have the same center so if you dilate circle 2 by the scale factor of by a scale factor of 4 they will be the same so looks to me like the answer is D) circle 1 is a dialation of circle 2 with a scale factor of 4
