There are 7 people on the ballot for regional judges. Voters can choose to vote for 0, 1, 2, or 3 judges. In how many different ways can a person vote?

    0
    840 if this is a permutation (which I very highly doubt, I don't believe that it is), or 35 if it is a combination (which I personally believe that it is)
