    No

    The math to prove it:

    24x-4 (4x-4) = 96

    24x-16x+16=96

    8x+16=96

    -16

    8x=80

    x=10

    y=4 (10) - 4

    y=36

    24 (10) - 4 (36)

    240-144

    96

    36 does not equal 96

    Also the slopes are different

    Paralell ines have same slope

    in form

    y=mx+b

    m=slope

    in form

    ax+by=c

    slope=-a/b

    so

    y=4x-4

    slope=4

    24x-4y=96

    slope=-24/-4=6

    6≠4

    not paralell since slopes not the same
