The amount of detergent is:

11 * 0.18 = 1.98 gallons

The equation is:

0.12 * (11 + g) = 1.98

After that:

1.32 + 0.12 g = 1.98

0.12 g = 1.98 - 1.32

0.12 g = 0.66

g = 0.66 : 0.12

g = 5.5 gallons of water
