What does annex zeros to align place values mean?

    It is just putting a zero like 8.5 and it is 8.50

    You put an invisable 0 after a number

    Exp.

    if you have 3.5 and you want to multiply that by 1.76 then u annex a 0 to the 3.5 and then you get 3.50
