What does the power rating on a light bulb describe?

    Lets say 100watt, 220 volt rating on bulb.

    It means if you operate bulb or potential difference across bulb is 220 volt then bulb will consume 100 watt power. If you apply less voltage then bulb will consume less power than rated.
