    The outlet itself produces the electrical energy, whilst the cord is merely a conductor in which the energy can flow through. By handling the cord, rather than the outlet, you have a barrier between yourself and the electrical current.

    The second one because you don't get shocked by plugging in something you can get electricted by putting something thin in the outlet then it will send a shock to your hand
